The screw is below the one that is the handle. The one with the handle is for idle adjustment. No you can do this with the prop on. You won't have to go up to full throttle about 2500-3000 rpms. Had an ignition issue at end of last year and I replaced stator, timer base, powerpack and voltage regulator. Now, at idle forward it hovers around 650rpms which is great most of the time.
